Secretarial Amendment: Implements Haddock protection measures to continue on a permanent basis three measures originally imposed by a temporary emergency rule: A 500-lb possession limit for haddock year-round; a prohibition on scallop dredge vessels from possession or landing haddock from January through June; and an extension of the time period of the closure of Closed Area II to six months (Jan.-Jun.), rather than 4 months (Feb.-May) in 1995.
