Alternative Gear-Marking Framework

The New England Fishery Management Council (NEFMC), in conjunction with the Mid-Atlantic Fishery Management Council (MAFMC), and the NOAA Fisheries Greater Atlantic Regional Fisheries Office (GARFO), is developing an action which would consider allowing alternative surface marking provisions for fixed gear fisheries in the Greater Atlantic Region. If approved, this action would allow for the use of fixed gear without a persistent buoy line and reconcile fishery management plan regulations with recent and potential future changes to Marine Mammal Protection Act regulations.

    Timeline

    December 2024: NEFMC prioritized this action and GARFO established a Plan Development Team (PDT)/ Fishery Management Action Team (FMAT) to develop the action

    April 2025: The Joint New England and Mid-Atlantic Council Omnibus Alternative Gear-Marking Framework Adjustment is initiated

    September 2025: NEFMC anticipated to take final action on this framework

    October 2025: MAFMC anticipated to take final action on this framework
